Yes, it is possible to develop for the iPhone on windows. As of the time of this writing the iPad has not yet been released so no definitive comments are made, but seeing as it can run almost every iPhone app this should not be a problem.

There are several solutions available, one that I would absolutely not recommend is the "hackintosh" method of making Mac OS X run on your PC. This is a poor choice not only because of the illegality, but because Apple updates their operating system frequently, and any change could wreak havoc on your setup if you are one of the few able to get this running properly easily costing you far more than a sub-$600 Mac Mini.
