		<description>Either Apple rejected or Developer rejected will DISABLE your application on itunes connect. You will NOT BE ABLE to test. See technical notes on apple site.

Workaround is then to publish your application on app-store WITHOUT in-app purchases, and only after apple approves the application, implement in app-purchases and resubmit your application. You have introduced maybe 2 months wait time for first time uploaders.
